My son's Raleigh mountain bike has a cable operated front disc brake.
Now and again the brake jams on, can't release it with the brake handle
and end up rocking the bike back and forward to release.
Is it likely to be just the cable in need of lubrication or is there a
bigger problem?

Yes.
Could be anything, but lube the cables first, then check that the pads
aren't worn out and letting the piston move out too far. Check the piston
moves freely and that any other moving parts actually do move freely. The
pad actuator arm might also simply be moving too far, which should be pretty
obvious and would need a simple adjustment to inner cable length.--
