There are laws requiring that when such roads are built they not

very small fraction of the total road system. Most roads are open to
all, and only the most Neanderthal and prejudiced of Britons think
that "vehicular traffic" does not include bicycles.

It's ordinary roads that can be a problem, and driveways as well.
After all, cars hit bikes when their paths intersect, which is why
the vast majority of car-bike collisions occur at intersections -
driveways after all are also intersections

Unfortunately, there are an awful lot of prejudiced Neanderthals in this
country.
