No it ain't - or at least it shouldn't be.

No it ain't. Should be completely smooth.

Absolutely not. Get it back to the supplier ASAP, and get a replacement.

Happy owner of several Brooks saddles. All of which are smooth,
comfortable, and free from ridges sharp or otherwise.
