If he is stripped of his 1999 title, he could also be stripped of any
TdF titles he won after 1999 because I think amateur bicycling has a
"one strike and you're out" lifetime banishment for doping and
technically he would have been ineligible for TdF participation after
the 1999 TdF...so going on technicalities, he would be stripped of all
7 TdF championships.
