I have been using an Ortlieb Bike Box for several years, I have
quick-release mountings for it on my two regular commuting bikes. I
commute year-round by bike, and thus far the Ortlieb has been 100%
waterproof. It is also showing no signs of wear.

Not cheap, Ortlieb never is, but I think it's probably as good as you
can get.
