The work in an internal combustion engine is done by the expansion of gas in the cylinders, caused by explosive combustion of the fuel in the fuel-air mixture inside them. I don't know what you mean by "more or less incidental" but if you eliminate either the fuel or the air it will not work.
Darn, there goes the easy solution to high gasoline prices. 😉
