Yes, you can attach a rack using p-clips. It isn't as secure as using it on
a frame with the appropriate brazeons. Also the geometry of a tourer is more
suited - less chance of banging heels on panniers for example.
Mudguards will be the next thing - check the clearance on the road bikes
before you buy - I bet it'll be tight.
Inbetween the tourer and the racer is the light tourer, or audax, or winter
training bike. These are getting more popular, and there are quite a few
bikes out there now with mudguard clearance, rack mounts, and which are
still reasonably fast. Unfortunately possibly beyond your budget, but Ribble
have some rather cheap stuff at the moment. (500 quid?)
