Not all recreational use of GPS is navigation, the geocachers use it for
"treasure hunting" The rocketry people use it for ranging and hieght
information.

OS maps and UK legislation, hills. waters etc. etc.
The US is a different country, and culture. IMO they think about
everything in a different way.

Everyone calls it GPS, in not satellite-nav, and it is used for other
things besides navigation. When the walking "right to roam" legislation
late 2004/2005 is implemented, who knows what they will be used for?

Google Groups indicates that the vast majority of posts mentioning GPS are
recreational, so it really should go in .rec
The uk.* hierachy has .rec .sci and .tech all of which could be
appropriate. The charter could just not happen to mention "recreational"
