Rear derailler pulleys no spinning freely. Missing a part?

I took apart the rear derailler for cleaning for the first time in my life. After cleaning, I lubed the heck out of the pulley wheels and put the derailler back together, but the pulley wheels don't spin freely anymore. Am I missing a part, like a bearing or something?

Here's what my setup looks like.

derailler Housing - round metal cap-like thing - pulley wheel - round metal cap-like thing - derailler housing

Did you put the top one back on top? Isn't there also possibly a bushing that spaces the metal cap cthngys?
