Recall on Medibank private giveaway bikes

There is a recall of 6,000 bicycles across Australia because of safety
and labelling concerns.
The 5,000 adult and 1,000 children's bikes were given out as part of a
Medibank Private health insurance promotion.
South Australian Consumer Affairs Minister Jennifer Rankine says,
while there have been no reports of injuries, the oversized pedals are
unfit for use and the crank mechanism is too close to the ground.
She says Medibank Private has offered to meet the cost of any pedal
replacement.
Consumer Affairs also says the bicycles fail to meet Australian
Standard labelling requirements.
Medibank Private will directly contact people who received bikes.
The bike importer Waive Star can be called on 1300 885 904.

At least people will have medical cover when they fail.

Don't the rules apply when items are not actually sold?
