I am sorry if this has been covered before but I don't think that it has
been fully looked at.
Who "owns" the urine/blood samples that the riders give when they are
tested?
Is the ownership different if it is an out of competition test?
I ask because I have seen all sorts of suggestions that previous samples
that Floyd, and other riders produced, should be tested. I am wondering if
the riders have any privacy protection or did they give up their rights when
they signed a professional contract or entered a particular race.
