Bicycle helmets are really a bit of a scam.
They make most cyclists slightly less safe but there's money in selling them.

Go to a shared use pavement, and ride normally. Your speed will be about
100% in excess of what is safe.

Of course, the fact that the design is flawed does make excessive speed
somewhat easier. Over 25mph on residential roads is probably excessive, too.
