Riding on Princes Freeway between Werribee and City

Every morning when I drive to work I see up to a dozen riders using the Princes Freeway between Werribee and Kororoit Creek Rd.
I know that this is not permitted as riding on this freeway is only OK between Werribee and Geelong.

Has anyone out there ever been fined for this? as I'm tempted to start riding this stretch myself. Riding on this section would save me 20-30 minutes by bike and mean that I could ride 40 k's to and from work daily.

The current suggested Route between werribee and the city takes bike riders onto some really poor and thin roads and i can't even imagine how this can be safer than riding in an emergency lane with an occasional exit ramp crossing. I have had my elbow clipped twice by trucks while riding the pot-hole ridden single lane roads along the "suggested and marked" bike route.
