Ritchey wcs OCR rim ( HUB question )

Can I use any hub given same number of holes. Or do I need an OCR specific hub to match the rim.

Any road, cassette, freewheel type hub can be used with a OC rim.

Why did you want to change the hub?

If you want a DIFFERENT hub whose non-driveside flange is closer to the hub's centerline, you can get a DT SWISS 240S hub [I presume it can be ordered drilled with 24 (?) holes if that isn't a readily available off-the-shelf option] ... but, that seems like an expensive alternative to simply servicing the hub.
 
Even MTB hubs/wheels use OC rear and sometimes even front rims.

The point is to try and even out the dish and hence the tension in the spokes. Some hubs try to do the same thing by using different sized flanges (although this is for torque transfer as well).
