I heard on the news yesterday that main roads in the metro will soon ban children from cycling due to safety concerns. I'm sure there will be lots of opposition to that because I have seen groups of cyclists passing our place with some young riders, mostly minors who are with their parents. With that ordinance in place, what would happen to the physical fitness activities advocated by those riders?

16 seems like a rather arbitrary cut off and I doubt it can be supported with fact.

Then they complain that kids don't get out of the house and spend all their time playing video games. Thank goodness I wasn't born now, if they had to take away my bike when I was a kid they would take away my childhood memories.
