"Cycle Design Quality Officer
Region Central London
Grade Band 2
Functional specialism Engineering
Purpose
Salary: £30,000
Support the development of cycling schemes (principally infrastructure) that
are to promote safe and convenient cycling in London.
To be responsible for design management practices and procedures across a
portfolio of projects, direct value £30M/year including LCN+ (project value
£140M total on TLRN and borough schemes) and schemes funded externally.
Supporting the development of, and to be directly responsible for
specification of the design, construction and monitoring of cycling schemes
sponsored by the Cycling Centre of Excellence, undertaken on the TLRN and in
the London Boroughs on behalf of TfL.
Key accountabilities
- Contributing to the Cycling Centre of Excellence/Projects Development Team
annual business planning process, setting of programmes and the
identification of projects
- Developing methods for the assessment of the justification of cycling
schemes in line with strategic plans and business cases
- Contributing to business case measures and processes, checking some
specific proposals and advising senior officers on the business case of
proposed schemes.
- Identifying and managing design studies/research directly from within TfL
CCE
- Provide effective guidance for more junior staff and consultants working
on behalf of TfL/CCE, in order to provide high quality services to
colleagues within TfL Surface Transport and other departments of TfL
- Devise, manage and maintain systems for the assurance of technical quality
in the design, implementation and management of cycling facilities
- To support CCE senior officers and Boroughs in meeting scheme quality
targets
- Supporting CCE officers in negotiations with, and allocation of scheme
budgets to, boroughs and TfL Area Teams
- Provide direct support and advice to Senior Responsible Owner (SRO) for
TLRN projects within the programme, maintain project control and Governance
in accordance with TfL's 'Spearmint' system.
- Report on monitoring of levels of cycling and other project deliverables
following implementation of cycling schemes.
- Responsible for assembling, agreeing and maintaining design processes, in
co-operation with TfL businesses, boroughs and their supply chains
- Evaluating, Improving and Monitoring, the London Cycling Design Standards
- Ensuring that officers within TfL and boroughs are appropriately briefed
on current design standards, processes and procedures and revisions to
these.
- Support maintenance of a library of design material to include best
practice from within London and other sources including European and global
cities
- Assess benefits to cyclists of the different options for facilities and
develop standards, guidance and processes.
Skills, Knowledge, Experience
Ø Qualified or working towards degree or similar in construction,
engineering or project management logic-based related discipline
Ø Clear evidence of competence in technical design of highway
schemes including scheme auditing and statutory requirements such as signing
Ø Experience of design awareness, continuous personal development
and competence in design of a large number of projects (preferably
traffic/transport) involving political sensitivity and collaboration between
different organisations
Ø Experience of liability and design management, and information
management.
Ø Knowledge of the Mayor's Transport Strategy and the London
Cycling Action Plan
Ø A clear understanding of cyclists needs in infrastructure and
development schemes
Ø Experience of handling infrastructure or service delivery budgets
for the public sector and controlling expenditures
Ø An understanding of the links between business planning, delivery
and stakeholder communication
Ø Good communication skills and proven ability to write accurate,
concise and grammatically correct English
Ø Experience of writing and letting contracts with consultants and
monitoring progress and quality
Ø Numerate and computer literate, with an ability to work and think
accurately when under pressure
Ø The ability to work individually or as part of a team
Ø Competent to represent your organisation with internal and
external interests demonstrating commitment to the purpose and business
goals of the organisation
