I Just tried removing one of the bolts for the waterbottle cage, it seems the bolt has seized. When I turn the bolt it actually turns the mount it's screwed into.

I've tried some wd40, and tried getting a hold of the mount with some pliers, with no success.

I'm not quite sure what to do about it? anyone have any ideas?

Get a really good bike shop to look at it.
Your best bet may be to drill the head off the bolt then carefully file the stump and mount down to the frame.
This will allow the bit inside the frame to fall away inside the frame and a new mount can then be installed into the same hole.
Alternatively drill the head off the bolt and have the shop put in two new mounts to reposition the cage up or down the frame.
I have seen a frame butchered when someone got heavy handed and literally tore the loose mount out.
To avoid it happening again grease the bolts and remember things like waterbottle cages don't need to be overly tight.
