Has a lot to do with the goals of the team. If its a local gig, then an open roster normally works fine. Just dont expect as much in the form of results / dedication.
If you are talking about a more focused program with actual sponsorship money to help support expenses, a typical team will have riders to cover each of the roles needed to be effective (climbers, sprinters, single day road, multi day all around riders, plus support/developing riders). But you can only have as many riders as your budget will support.
Bigger budget, more riders with specific focuses. Small budget, less riders with more all around ability. Sometimes being a killer recruiter is the real make or break factor in putting together a good team.
