BR-6403 would designate the previous generation of Ultegra
brake calipers. BR-6500 is the current generation. They're
almost identical and there's no functional difference. If
they're cheap and in good shape, go for it.

I'm using both models on my two bikes, and I'd agree
with Jeff. In fact, I have a nagging suspicion that my
6403's feel a little more rigid and sturdier than my
6500's. Stopping power seems to be more a function of
the pads however.

I'm not sure if you can use the newer cartridge pads with
the 6403's, but it doesn't seem like it would be a problem.

If you can get them cheap, do it. Then replace the pads with
Kool Stop Continentals.
