I counted 10 on the same pdf. BUT, the thing is, the wise old LBS Guru says
that it should only be 9. He says that using 10 will limit the amount of
movement. Why isn't anything in life simple? :)

If it looks like you can fit another one when you have 9 in, then it's 10.
If you can't physically fit 10 in, then it's 9.

I've put ten in and it seems to be going fine. Smooth as........something

The "wise old LBS Guru" is on crack. 10-3/16 balls per side has been as
close to a standard, for loose ball bearing front hubs, as it gets in
the bicycle industry.

There are a few strange ones that come to mind: ACS 9-15/64 or 9-1/4,
Campagnolo Nuovo/Super Record (and Zues) 9-7/32 and the old Normandy
Competition 12-3/16.
