Shimano nexus sprocket mystery...

I am trying to repair a bike with a shimano nexus inter 7 hub.
The problem is that when the bike is coasting the pedals are turning with the wheel, so I guess that there is some kind of friction issue between the sprocket and the hub.
I removed the sprocket which is held in place with a snap ring as it illustrated in this picture:


This is where it gets weird:

If I only place the sprocket with out the snap ring the wheel turns without the pedals turning, so there is no friction between the sprocket and the hub.
If I only place the snap ring again there are no problems with friction.
When I place both the snap ring and the sprocket the wheel starts turning the pedals too when coasting. /img/vbsmilies/smilies/frown.gif

What do you think might be the problem?
Maybe a bent sprocket or maybe I am placing the snap ring wrong?
