Easy:
Take the 8-lb bike spec, take off the brakes, cables, cogs and derailleur in
the rear, think up a wheel with the same rim but with a fixie hub (probably
going to be ~100g more) add the weight of a cog and lockring, take 4 links
out of the chain, and you're done.
