    I do believe you'll find headsets made to take up the difference.

    Better solution is use the 'Problem Solvers' inserts that make it so
    you can use a 1 inch fork and HS on a 1 1/8inch headtube.

    Perhaps the OP WANTS a 1 1/8" HS/steerer? For the additional strength,

    It's not practical, probably not safe, and not the best solution in
    any event. First, the OD of the steerer is only precisely controlled
    at the crown race seat, the length of which is variable; the sleeve
    would have to be custom-machined to the existing steerer's dimensions,
    and then either heated and slipped in place or pressed on to the
    existing tube, after which it would need to be welded or
    silver-soldered in position. This isn't a trivial task from a cost
    standpoint. Second, the sleeve would stiffen the tube with the effect
    of concentrating the bending forces at the crown joint, possibly
    overstressing it.

    There are other problems as well.

    Physically, it could be done. So could a lot of other things that
    should be avoided.

    A proper-size fork is a better solution, and an adapter to allow
    installation of a 1" steerer in a 1 1/8" headset would be a better
    choice than trying to sleeve the tube. I believe that Wheels
    Manufacturing made such an adapter set, but I could be wrong.
