I found some interesting statistics regarding countries and the number of pro teams in each for the
2003 season:

I guess the spike in USA's d3 teams was attributed to a disgruntled USA cycling employee (volunteer)
that several pads of D3 licenses and United airline vouchers and sold them on Ebay.
