That's really not many spacers, esp with steel.

What about 90mm on an aluminum steerer? I'm getting some
binding in my headset. I can't tell if it is the headset or
the steerer flexing.

Flexing happens under high side loads or dramatic braking,
not in the shop. When a steerer flexes, there is a lot going
on - you couldn't feel a headset bind at that moment.

Binding is more likely from a seal misplaced, a
retainer reversed ( discussed here recently) or the
other common error, leaving out the centering cone of a
threadless headset.

Of course if it was never smooth, you may have one or more
race seats uneven or otherwise in need of milling- so they
are all square to the axis.

Whatever is going on, it's probably not from the spacers.
