Specialised allez handlebar stem bearings

Hi

I was wondering if anyone could give me some kind advice? I hope this is in the right section, I couldn't find one for bike components.

After a touring trip I took my Specialised Allez road bike apart a few times for travel. It looks like I've put the handlebar stem bearings back in the wrong order because the handlebars are shaking about. Is anyone able to advise on the order of them?

FYI. Most (but, not all) threadless headsets have a conical COMPRESSION PLUG which is typically the last part which is inserted in the stack prior to putting the cover on the headset (followed by the stem & spacers + top cap) ...

Is it possible that you did not remember to install it?
