    Spina bifida occulta is the developmental failure of the laminae of the
    vertbrae (L5/S1 usually, I think), to fuse, leaving a space in the
    vertebral arch. Its existance and location is often shown by a tuft of
    hair on the back. I don't think there are any back problems associated.
    Moore & Dalley say that the defect occurs in up to 24% of the population,
    actually.

    Spina bifida cystica is the more severe condition, where vertebral arches
    are almost non-existant, and this leads to herniation of meninges (the
    spinal cord comes out of the vertebral column). The herniation causes a
    cyst on the back at the superficial location. Moore & Dalley suggest that
    usually neurological symptoms are present, including limb paralysis and
    bladder disturbances.
