After having looked at several different steel bike frames, I have narrowed it down to three different frames: Torelli Countach, Monodonico Futura Leggero, and Waterford Road Sport (RS-22). All three seem like they would make great bikes, so I’m having a tough time…. Any input on these frames and/or builders would be great! Thanks.

I have an undieing allegiance to USA manufacturers so I say go with the Waterford. They have a long history of making quality bike frames (Italian bike frames have a history of misalignment, no matter what their PR teams claim). I can't see how you could go wrong with purchasing their product.
