Davey, remember that you're a lawyer and not a communications specialist.
Very often it is impossible to rapidly tell where a transmission is coming
from and you generally assume that the sound and what you're seeing is
connected.

The transmissions have been going on for quite some time though.

And whilst it is difficult to pinpoint a transmitter if it only
transmits short bursts occasionally, unless the transmitter is mobile
they should be able to pinpoint it.

Compare this with the "numbers stations" if you are aware of them
and/or are into short wave radio. Most of these have been pinpointed.
