What is the name of the funny looking washer that goes behind the axle nut
and lock into the forks. And what would happen if this washer was left off?

It sounds like you're describing a retaining washer. If you omit it,
you'll reduce the over locknut spacing of the hub axle by it's
thickness and lose whatever retention feature it formerly provided.
