I buy bike light cheap, say twenty some dollars. There seem to be a lot light like this kind.

IMO, for getting seen by other motor vehicles, a hi-viz reflective vest will make wonders.
When I'm driving, I've always felt that I've spotted cyclists wearing something like that in ample time.
For light to see to ride in, only you can judge what you need.If you have to leave your bike unattended, easy removal is important. For bumpy roads, secure mounting is important. I like a "limp home mode" if the battery should go low en route.
It has to stand rain.
