Time Trials

If you're referring to things life the Tour de France, then it's because they are called Grand Tours, not road races. Grand tours include things like time trials and road racing.

Why do road races have Time Trials? Why not just race?
Stage races in general have time trials and it's a way to separate all around powerful individual riders from riders with strong teams or stick thin climbers. Time trialing is a unique skill that favors some riders just as climbing or sprinting distinguishes others. Including flat races, hilly races and time trials in a stage race tends to favor riders and teams with broad skill sets.
