Tuesday through July 7, the annual Tioga County Fair in Owego, N.Y., hunkers down for five days of music, entertainment, games, food and fun. New this year is a draft horse show along with the traditional favorites -- harness racing, skyline corral barrel racing and Wambold's Circus Menagerie.
