Participation
The races of the UCI ProTour calendar are open first and foremost to UCI ProTeams. UCI Professional Continental Teams, ranked second in the hierarchy and structures taking part primarily in all races on their continental circuit, are able to ride in the races of the UCI ProTour calendar, but only if they are invited.
So that opens the door to a few ( if they are invited). Not sure who the invitation has to come from, but probably the race organisers with the counsel/prior consultation of the UCI Pro Tour hierachy, I guess. Noting they werent invited last time, but appeared to be "overtly un-invited". as you linked above.
