UCI makes Disc Brakes legal?

According to the most recent issue of the Velonews, the UCI has made Disc
brakes for cyclocross bikes legal. Are they smoking crack or is this true?

I can find no information on this anywhere.
 
Yes disk brakes are legal and they are smoking crack. What do you expect
from a bunch of old men that need a crack jumpstart every morning.

for Road and Cross racing manufacturers must submit new equipment to
UCI for approval. The last I had heard no manufacturers of disk brakes
had submitted their equipment to UCI for approval for use in road or
Cross races. For Mt. bike racing it is pretty much anything goes so the
brakes don't need UCI approval.

Only if after they smoke there crack they hit a crack in the road and crash
on there morning ride to the bakery.
