In the UK if you have trouble with a supplier and your credit card company won't help (bug suprise there) then try contacting your local Citizens Advice bureau.

If they can't help directly then they will almost certainly know someone who can.

Failing that go and see your local trading standards officer.

Failing that there is always the small claims court.

Citizens Advice Bureaux will advise you on both of the above.
 
I have never used Xpedia, but I do have them listed on my browser, because I only use a few sites to see if what I want is generally available.

The sites that I use the most for on-line purchasing are:

Total Cycling - these guys got me a really good price on a Shimano Ultegra Groupset and it arrived within 3 days, nothing missing. :)

Cycle Store - I have bought a lot from this place as well, a great bunch of lads who I've found to be very helpful. :D

As for problems being encountered, your strategy should always be to write to the person at the top of the management chain and say that you expect them to sort out the problem. This usually gets results.

It is essential to specify:
1. the timescale within which you expect the issue to be resolved
2. the trouble you have been put to
3. the lack of assistance you have received thus far
4. that you will be drawing attention to this company's failings at every opportunity using every medium possible
