Water in tubular rims

Best way to drain water from tubular (carbon) rims? Was hoping not to have to remove tire. Have heard it's safe to drill the rim (not in braking surface!) And best way to prevent it from filling in future...i.e. wax/caulk around nipples. Thanks
 
I have a set of Mavic Cosmic Carbones and they get water in them. to drain mine came with 3 small holes on each side of the carbon.....not the rim. And yes, If I know correctly you can drill small holes in the carbon, most are somewhat hollow inside anyways.
