Wet weather and punctures..

Theory is that wet glass/thorns/nails etc are lubricated by the water
and thus slice into rubber more readily.

The tyre cuts more easily when it's wet. Try it yourself with an old tyre
and a razor knife. Try cutting across the tread when it's dry, then wet
everything and try again.

I have also heard it said that water surface tension makes small chips of
rock and glass stick to the tyres instead of flying off, so they are more
likely to get worked through the tyre.
