What is needed to maintain 1, 3 and 5m power in off-season? Experience with big gear efforts?

This was my last off-season. It helped take me to "my next level" - overall podium's in sport (and expert non usa-cycling event's) Thanks to daveryanwyoming and bmoberg337. I will move to Cat 1 at some point this next season. (I realize I will have to get a longer ride in to prepare for 2hr races)

I do plan on adding an hour or two to above plan.

My first question comes from conversation with elite rider, where I noted his improved results and I asked his 20m power. His response was that his FTP did not improve that much, but he worked on his 5m power going on to say he never did 5m intervals before and that helped with pace at starts and long climbs (long for midwest u.s.).

Second question comes from recent Hunter Allen Power Blog article http://www.hunterallenpowerblog.com/2013/09/how-to-rebuild-your-power-foundation.html (I think I know what the forum's majority will be)

Hunter has workouts such as :
"Big Gear Efforts: put it in your 53:13 at 50 rpm, and every 2 minutes (10 times total) slow down, stick it in the 53:13, stay seated, and use strength to push it to 90rpm. Once you reach 90 rpm, return to your tempo pace."

I respect Hunter's experience, but with time I have available should I focus on Tempo/SST/L4?
