what is this part used for?

    As its filed under 'derailers', I'm guessing that the
    responses above are accurate, however, it just may work to
    add water bottle bosses where none previously were. hmmm....

    Might be useful to mount a friction shifter lever in a
    strange place, too, but it'd probably need a little
    modifying to make it work. Still, when trying to come up
    with solutions for problems on strange hardware setups, it
    may be worth remembering. (I've seen some *very* clever
    "misuses" of common hardware on HPVs.)
