Wheel building question

Is it possible to build a 28 spoke wheel using a 32 hole hub missing every 8th hole and how durable would it be. Thanks

It might be possible, but it certainly wouldn't be ideal. In addition to not having as even of a load distribution, all of the spokes are going to be slightly different lengths. While it might be possible to find one spoke length that works all the way around, it's probably more of a headache than it's worth.
