They basically position the bearings so that the frame
doesn't have to flex to meet the bearings. This assumes that
the frame matches the hub in a reasonable way. On splined
hubs they also serve the purpose of positioning the cranks
and securing them from sideslip. So it depends on how your
frame sits on the hub and where the bearings want to be.
