Why is Kona using Rock Shox instead of Fox for the 2007 Kula line?

Why is Kona using Rock Shox instead of Fox for the 2007 Kula line? Is there any particular reason for the change? Was it a cost issue or quality issue?
Just curious.

I havent seen the new Kona line yet...*checks website*...
Now I have.

Im not sure you ever get quality issues with Fox but cost is definatly in there. I mean, the lowest model Fox Fork is nearly twice the amount of a Rock Shox Tora.
 
First: weight, The SID is quite a bit lighter than a Float.

Second: Quality, Fox doesn't make the forks like they use to (negative) and Rockshox are the forks they use to be (positive)
