Wilier Cento Crono - UCI Legal???

A good list of the pertinent regulations is here. If you compare these to the geometry specs of the bike, you should be able to answer your question. To me the specs look fairly standard, at least for a time trial bike, and I'd be floored if Wilier was selling a frame in that class that does not meet the UCI specs.
 
He might be talking about the new "aero ratio" rules. I haven't really looked into it, but, the new laws (I don't even know if they've been passed) are something like: no part can be three times as broad as it is thin. For eg, a winged aero bar can't be less than 3cm thick if it's 9cm long ways. Or, a frame's downtube is 12cm deep (from side on), then it has to be at least 4cm wide. I dunno????

This probably means my Soloist's downtubes are now illegal. I wonder if I'll get booted out of the local crits. :D

Anyway, it's something like that. I can't stuffed Googling it.
 
Actually, I don't believe the rules are changing but are instead being enforced.
