For about $800, you could get a Bianchi Volpe or a Fuji Touring. For about $700, you could get a Jamis Aurora, but that has some lower-end components, like Shimano Sora hubs, I think. All of those bikes have steel frames, which is good for touring because steel is flexible and therefore comfortable. The Bianchi or Fuji would be quite fine for your first few years of touring, even some unsupported touring. I don't know of any new bikes that are good and less expensive.

You could also get a Surly Long Haul Trucker frame and build it up. Nice.

Come over to the touring section of this forum. Lots of people there know about touring, different kinds of bikes and equipment. Maybe they will know of less expensive options:
