Wanted for a friend who does not ride, but wants to try road riding.

Essentially looking for a beater or a frame that can be refinished.

Check ebay for a Miyata 912. A real workhorse of a bike, I bought one a year
ago to use on my trainer.There's another one on ebay right now.
