need a better fit

well i've been out of riding for about 10 years now.

i have a fuji roubaix from ohh about 92. shimano 105 gear.
32 spoke wheels with bladed spokes.

well i'm 6'2 about 280lbs now a good 70 pounds beefier then when i quit.

Now the cockpit is much tighter then i remember.

i was contemplation either spend 400ish for a new bike. I was thinking of an "urban" single speed flat bar bike. Gary Fisher gritty, trek soho, or schwinn cutter

or converting my bike to flat bar and get some beefier wheels.
hopefully for under 200 bucks?
i have 1" threaded headset.

any ideas where to turn?

can i get decent cheap wheels, neck, bars,brake levers?

You could just look for a 'beater' bike for $200 that you can use until you drop some weight. A commuter would work, but a decent one may be more than your budget. I would recommend an old touring bike. That should have the beefy wheels and brakes you need, with a more relaxed geometry, and low price. I recently dusted off my old mid 80's Nishiki Cresta touring bike that had been hanging around for 20 years, and rode that until I lost some weight working up to a century ride. Then I bought myself a new carbon racing bike as a reward.
