well quite, i coped fine with out a tv even now in lovely londonish area
i mostly don't watch tv but read etc while my partner does at least it
solves the control of the remote problems!

i still own a place in wales which does get nasty letters but then there
is no tv etc so they can feel free. i always feel the letters are on the
edge of the law.

It is not how important you are, it is how important you
think you are.
e.g. many of the royal family use public transport

I understand she had passed her test, but not sent off the pass cert
to convert the provisional licence to a full one. Don't know about her
other points, but...

This was my experience when I lived without a TV (I would do now, but I
live in a shared house; the only TV I watch is the F1, and I wouldn't pay
a hundred and something quid a year for it); the letters were impolite so
we ignored them, and then a human came who was polite, so I told him we
had no TV, and that was the end of it.

Maybe you don't need to swap the provisional licence for a "full" one
until the provisional licence is due to expire.

That was certainly the way it was when I was a novice driver, several
decades ago. I was once approached by the Cheshire police, late at
night on a rural route, when my car had broken down and after I had
returned from a phone box to call the AA. They naturally wanted to see
all the documents and were apparently taken aback to see that my
licence was a provisional one, even though the car bore no L plates
and there was no passenger who might be a full licence-holder. I
picked the folded "pink slip" pass certificate out of the rear of the
licence booklet (we still had real licences in those days) and read
out the wording, part of which specifically provided that the
provisional licence was as good as a full licence and could be
retained until it was about to expire (council-issued licences only
ran for relatively short periods in those days).

Clearly unimpressed, and noting that the licence and pink slip had
been issued by a London Borough council and a London test centre
respectively, the observer remarked "Well, that may be what they do
down in London, but it's not the way we do things in Cheshire".
