    I need some assistance in figguring out the right way to put cork tape
    on my bars:

    i have drop bars (installed upside down with half the drops cut off).
    The brake levers sit flush with the ends of the bars.

    do i start taping from the ends of the bars or the middle?

    what do i do with the 4" piece which is for the brake handles (the
    instuctions are too vague for my feeble mind. are they supposed to go
    vertically on the bars over the brake holder strap, horizontally around
    the bars at that point, or vertically wrapping around the brake lever
    itself sitting out in front of the bars?

    Been there, done it.

    Start at the ends, leaving a bit to be tucked in by the bar end plugs.
    The little 4" piece is stuck on over the brake lever clamps. You'll
    have to improvise a bit because the brake levers are at the very end of
    the bars - wrap the tape around in a figure of eight fashion a couple of
    times.
