They are to protect the top tube from damage if/when the handle bars are turned so far they hit the tube. I wish I'd had one of these on my mountain bike when some paint was gouged out by the bar ends when the bike fell over.
On road bikes, the danger is from the the front brake damaging the down tube. I remember that old Campagnolo brakes used to have a rubber ring around the adjustment screw that made it easier to use as well as protecting against down tube damage.

The ones you are thinking of only seem to be available on BMX's and only usually on the small ones. No self respecting BMXer would leave a big chunk of foam on their toptube! 'ARDCORE!
